Introduction
Welcome to the St. Joseph School Extended Care ("EC") Program. The EC Program is a ministry of St. Joseph Parish and School and its mission is formed by the Gospel of Jesus Christ and the Faith of the Church. Our goal in providing child care is to create a safe and nurturing environment for each child that is academically, spiritually, socially and physically enriching. We will achieve these goals by encouraging children in the following ways:
To express themselves creatively in play, song and art;
To develop motor skills through recreation and dance;
To plan strategies for completing daily responsibilities;
To engage in games or songs that teach academic subjects;
To pursue hobbies and new interests;
To explore the community around them;
To build social skills in group activities;
To develop a sense of responsibility for the actions and choices they make; and
To develop their ability to reason, compromise and resolve conflicts.
At the core of our program is RESPECT, LOVE AND CONSISTENCY: Respect for all things and people; Love of God and all His people; Consistency in the application of rules and behavioral expectations of our children, whether before, during or after school hours. Non-Discrimination Policy
The EC Program reiterates and incorporates herein the policies of St. Joseph School regarding non-discrimination. Along with the School, the Program "admits students of any race, color, national and ethnic origin, or sex to all rights, privileges, programs, and activities generally accorded or made available at all schools. It does not discriminate on the basis of race, color, national and ethnic origin or sex in administration of its educational policies, admissions policies, scholarship and tuition assistance, and athletic and other school administered programs."
Staffing Ratio
In accordance with Oregon statutes and administrative rules governing child care, the staff/child ratio will be 1:15 for those attending kindergarten through 8
th
grade. This ratio shall be strictly enforced.

Staff & Training
As a licensed child care center, St. Joseph employs a director and/or any combination of head teacher, teacher(s) and teacher aide(s). All staff members, with the exception of an Aide I and Aide II, shall participate in annual training and education in child care and child development and/or early childhood education. All staff members, including Aide II staff, must possess and keep current their first aide/CPR certification. All staff members who handle food are required to pass a Food Handler's examination and obtain a Food Handler's Card, a copy of which will be kept on file with the Director. New regulations regarding
health & safety training
now require all staff members (hired after September 30, 2016) who have unsupervised access to children to have completed such training within 30 days of employment. All current staff members shall have completed this training by June 30, 2017.
Volunteers
may
be utilized from time to time. In addition to submitting to a background check run by the Archdiocese, each Extended Care staff member and volunteer

is required by law to enroll in the Oregon Central Background Registry.

Volunteers who are counted in determining staff/child ratio must be qualified for the position they are filling and enrolled in the state’s Criminal Background Registry (CBR). If volunteers are permitted to have unsupervised access to children, they must be enrolled in the CBR.
Homework
We understand that as working parents, your time with your children can be limited throughout the workweek. To support our parents, the EC program includes a homework hour. Unless you have indicated otherwise, student participation is mandatory. Our staff is available to assist each child with their homework so that it is completed to the best of their ability. Once at home, it is
your responsibility to go over the homework with your child each night to ensure that it is completed to your satisfaction
.
Field Trips
From time to time, walking field trips will be taken within the school’s immediate neighborhood. These will normally be reserved for half-days or no school days, weather permitting. You will be notified in advance with a permission slip.
As a matter of policy, no driving field trips will be offered unless attendance is sufficiently low to accommodate use of the St. Joseph bus and a staff and/or volunteer driver is available. The Program may use additional staff vehicles if attendance is under 18 children. Any vehicles used f
or transporting shall be in compliance with all applicable state and local motor vehicle laws and maintained in a safe operating condition. All vehicles used must be designed for and equipped to carry passengers with each child riding in his/her own seat. Child safety systems and safety belts must comply with all Oregon laws and standards adopted by the Department of Transportation. Where necessary, parents shall provide all booster seats that fully support their child when riding in a vehicle.
All drivers must be at least 18 years of age, hold a current driver’s license and maintain a safe driving record. We are required by law to obtain a copy of the driver’s driving record from the DMV and maintain subsequent records on an annual basis.
Although not required by law for field trips, there shall be sufficient staff to meet the required staff/child ratios for each group of children being transported. A volunteer driver may count in the staff/child ratio, however, it is our policy to use a teacher-qualified staff members to count toward ratio with each group being transported.
When exiting any vehicle, all children shall exit on the same side of the street as the building or facility they are visiting. No child shall be left unattended in a vehicle.
Bathroom Breaks
Whenever our staffing number permits, children will be escorted by staff to the nearest bathroom. The staff member will remain near the bathroom entrance or within sight and sound of the door until the child(ren) can be escorted back to the program. In the event a staff member cannot be away from the program in order to maintain our ratio, 1-2 older children of the same sex will accompany the child to and from the bathroom. Our staff will carefully monitor their absence to ensure the children return promptly and safely back into the program areas.
Toys & Electronic Devices
Toys and electronic devices from home are not permitted in the program. Please ensure your child understands this policy. It is best to keep any valuable toys or gadgets at home. These items can create conflicts between children, especially if it becomes damaged in the care or use of another child. They can also be a source of distraction and play during inappropriate times while the children are in the Program. Furthermore, these items may get lost or stolen. Our staff and EC Program will not be held responsible for prohibited personal items that are lost, damaged or stolen while your child is in attendance.

Discipline
As is mentioned in the St. Joseph Parent/Student Handbook, the school aims to increase self-control, clarify good moral choices, build self esteem, and foster Christian skills. St. Joseph Extended Care Program adopts and consistently reinforces this same philosophy. We do NOT use or tolerate corporal punishment, verbal or emotional abuse, non-prescription chemical restraints, confinement in locked or closed spaces, forcing or withholding meals, snacks, rest or toilet use or belittling by forcing a child to clean up after toilet accidents. We do not accept any parental permission to use any form of punishment listed above.
Our disciplinary policy aims to provide positive guidance, redirection, and the setting of clear-cut limits. We also seek to help the child develop self-control, self-esteem, and respect for others. Our guidance and discipline will be fair, consistent, timely and age/infraction appropriate. We expect each child to follow the directions of the staff and to show respect for staff and their peers. Likewise, we expect our staff to show the same level of care and respect for each other and each child. Though not all inclusive, a child’s behavior such as fighting, talking back, name calling, teasing, pushing or hitting is unacceptable. We will implement a variety of disciplinary techniques by itself or in combination with each other when an issue arises. Only staff members, not volunteers, are permitted to institute disciplinary techniques. These include but are not limited to the following:
1. Encouraging children to solve minor problems or disagreements themselves;
2. Taking the child aside for a one-on-one discussion of their behavior;
3. Issuing a one-time warning of unacceptable behavior and reminder of consequences;
4. Issuing a time-out (1 minute x the age of the child);
5. Taking away a privilege;
6. Having the child sit out a particular activity or reassign the child to a different activity or play area; and/or
7. Separating children with obvious dispute issues, discussing those issues separately and allowing the children to express their feelings to each other while guiding the conversation to a more productive and positive outcome.
During the school year, the EC Program Director may exercise discretion in writing referrals and/or issuing suspensions. Generally, referrals are reserved for the most egregious behaviors; however, chronic and repetitive misconduct can result in referrals as well. With the exception to detention and staff members writing referrals, we will follow school policy detailed on pages 19-20 of the school’s Parent/Student Handbook under "School Code of Conduct," incorporated herein by reference.

Furthermore, any student with 3 referrals will be subject to a suspension from the Program, the length of which shall be determined based on the circumstances. If a student receives more than two (2) suspensions in the school year, the family may be asked to leave the Program.
Our staff will discuss any misconduct or misbehavior with the parent. Any serious or chronic disciplinary issues that arise will be followed up with a written Behavior Report Form or Slip. All serious, repetitive behavior issues may warrant a meeting with the Director and/or Principal. Excellent communication and parental reinforcement of our expectations at home and at school are essential in making any disciplinary policy effective.
Mandatory Reporting Requirements
We are mandated by the state to report suspected physical or sexual abuse of children. This means that if we have reason to believe (not necessarily proof) that any child in our care has been neglected or abused, we are required by state law to report this to local authorities.
Volunteers
Please contact the director if you wish to volunteer in the EC Program and have your hours count toward the annual PIE (Partners in Education) hours. In addition to having a background check and attending the Call to Protect training, volunteers (18 years and older) who have unsupervised access to the EC children must also be registered with the state’s Criminal Background Registry. State law requires that we verify your enrollment in their registry before we allow on-site access during child care hours.
If a volunteer is being supervised, he/she does not need to be registered with the state's Criminal Background Registry. A volunteer under this instance may have access to children but only under direct supervision of staff at all times. Furthermore, an
un
registered volunteer may not escort children during bathroom breaks.
Illness or Injury
Severe Cases
By law, the Extended Care Program is not permitted to admit or allow a child to remain in its care, except with written approval by a local health officer, a child who has or has been diagnosed with:

1. A restrictable disease
; or
2. A fever over 100°F taken under the arm; or
3. Diarrhea; or
4. Vomiting; or
5. Nausea; or
6. Severe cough; or
7. Unusual yellow color to skin or eyes; or
8. Skin or eye lesions or rashes that are severe, weeping or pus-filled; or
9. Stiff neck and headache with one or more of the symptoms listed above; or
10. Difficulty breathing or abnormal wheezing; or
11. Complaints of severe pain.

Pursuant to OAR 333-019-0010, these include diphtheria, measles,
Salmonella
Typhi infection, shigellosis, Shiga-toxigenic
Escherichia coli
(STEC) infection, hepatitis A or B, tuberculosis, open or draining skin lesions infected with
Staphylococcus aureus
or
Streptococcus pyogenes
, any illness accompanied by diarrhea or vomiting, chickenpox, pertussis, rubella, and scabies.
For the health and welfare of others in the program, any child who shows signs of the symptoms listed above will be isolated. There will be a designated place for the child that is within sight and sound of the staff. It will include a cot, mat or bed with linens to keep the child comfortable. Staff will immediately notify parents to pick up the child as soon as possible.
Mild Cases
If a child has mild cold symptoms that do not impair his or her functioning, the child can remain in the daily program. The parents will be notified of these symptoms when they pick up their child.
Head Lice
As with school policy, if head lice are found within the Program ALL parents will be notified immediately so that at home screening of all children can be done as soon as possible. Screening should be done regularly each day and for the next few weeks to ensure zero infestation. Any child found to have head lice or nits will be prepared for immediate pick-up. To prevent any outbreaks, it is our policy not to readmit any child unless a full head inspection reveals no evidence of nits and head lice. We encourage parents to use quality lice removal combs if solutions fail since manual removal is oftentimes the best option.
Serious Injuries
Parents will be notified immediately of a head injury or suspected broken bones. A written report of the injury or accident will be maintained on file. If necessary, the child will be

transported to the hospital by ambulance. The child's emergency card information will be provided to emergency medical personnel upon arrival in order to administer proper treatment. If a parent has not arrived in time to be with the child for transport and school emergency contacts (Director, Principal or administrative staff) are on their way but not immediately available, it is the policy of the St. Joseph EC Program to direct the teacher's aide to accompany the child until a parent arrives at the hospital. The teacher will stay with the remaining children while plans are being made to add additional, qualified staff to both the injured child's side and to the children remaining in the Program, if necessary.
Medications
St. Joseph’s school policy regarding medications is incorporated herein by reference. Please see Page 9 of the Parent/Student Handbook for details.
With regard to sunscreen, the EC Program is required to obtain written parental authorization prior to use. Furthermore, new regulations prohibit the use of aerosol sunscreens. If your child must have sunscreen, please provide a non-aerosol product
labeled with your child’s first and last name
. Per state regulations, children above 6 years of age may apply sunscreen to themselves under direct supervision of staff. As with all medications, sunscreen shall be secured in the locked portion of the EC backpack.
Lunches & Snacks
Lunches and snacks will be provided to our EC Program children through a combined program sponsored by the Child & Adult Care Food Program (CACFP) and the United States Department of Agriculture (USDA). They provide nutritious meals in an effort to promote healthy eating habits. During regular school days, the meals will be served to our EC children at or around 3:15pm. Although we expect CACFP/USDA food program to provide snacks most everyday while your children are in the EC Program,
lunches will not be provided on Salem-Keizer School District’s no school days, holidays, vacation days (Thanksgiving & Christmas Break).
Salem-Keizer’s Central Kitchen prepares meals for the School District and the CACFP/USDA sites and therefore follows the District’s school calendar in terms of closures.
In the event we do not have a CACFP/USDA provided meal, we ask that all parents provide lunches for their children as they normally would during a regular school day. We are required by regulation to provide at least one serving of milk at meal time and snacks during the morning
and afternoon (along with milk, water or juice). Program regulations prohibit us from serving any liquids other than milk, water or 100% fruit juices.
The EC Program is required by law to include the following statement of nondiscrimination:

In order to maintain our state child care license, one of the many requirements is that we participate in yearly training or education related to child care. We make every effort to attend these courses during the hours the Program is not in session. However, some state offered courses and/or workshops often coincide with our operating hours. Because we must maintain our license by taking these courses, we reserve the right to close on at least two (2)

professional development days. As the course/workshop dates become available to us, we will post those days via email so that you may arrange for alternative care.
If school is cancelled due to inclement weather or emergencies, there will be no Extended Care that day. If there is a two (2) hour school delay, the EC Program will be closed that morning. Any morning closures will not affect PM care hours, unless notified otherwise.

Arrival & Departure
Morning Check-in/Drop-off
Please walk your student to Room 203 in the school building for drop-off. From the Parish Center Lobby by the elevators, you will take the stairs leading in to the school building. To left of the double doors is the doorbell. Please ring it and wait for staff to admit you. An attendance sign-in sheet will be available in Room 203 to sign your child in to the morning Program.
You must remain with your child until he/she is accepted by the Extended Care staff and you have signed the attendance sheet.
Between drop-off and 7:55 a.m., your child will choose from activities such as reading, art, puzzles, games, homework and socializing. At 8:00 a.m. your child will be dismissed from the EC classroom to begin their school day.
Afternoon Check-in
At 12:00 p.m. on half-days and 3:00 p.m. on regular school days, Extended Care staff will be waiting in Room 203 to check-in children enrolled in the Extended Care program. Kindergarten students will be escorted by their teacher to Room 203 for check-in. After check-in is

completed, all Extended Care students will be escorted to the Cafeteria to begin our daily program.
If a student does not arrive during check-in, a staff member will contact school personnel to determine the child’s location. If the child is not located within a reasonable amount of time,
we will call parents, guardians, individuals you have authorized to pick up your child, and the proper authorities, if necessary.
Should there be a change in attendance on any day, please notify us via email or phone. This avoids any unnecessary efforts to locate your child if they are already safely in your care or that of a designated adult.
Check-Out
Depending on your arrival time, you may find your child supervised by our staff in the Cafeteria, the gym, Room 203 or on the school playground. If you are picking up at the gym, please call our EC cell or knock loudly to alert the staff to your arrival. If you are picking up from the EC class, please ring the doorbell to the left of the double doors (leading into the school building in the parish center). A staff member will let you in. For the safety of the children and staff, all doors are to remain locked at all times. If you should find that this is not the case, please alert our staff to an open or unlocked door. Our Extended Care staff will have an attendance sheet available for you to sign out your child(ren).
DO NOT LEAVE WITHOUT SIGNING OUT.
Our staff will release a child only to a parent or guardian named on the enrollment form. Once again, for the safety of all children in the program,
please be prepared to show your identification until our staff becomes familiar with each parent and/or guardian.
For those whom you specifically authorize in the enrollment form, we are required to verify, through proper identification, any person who will be picking up your child.
Refunds/Credit There will be no refunds or credits for unused days. This policy will be strictly enforced. Our staffing, purchase of supplies and payment of field trip fees (when applicable) are based solely upon enrollment numbers; when there are absences coupled with requests for refunds/credits, this can significantly impact the Program’s ability to meet those costs.

Miscellaneous Fees & Rates
Rates
For current rates, please contact our Extended Care Director or download the contract from our website.
Half Day Kinder Care
During the first week of school, half day care will be provided to our kindergarteners at a flat rate of $70 for current monthly plan subscribers and $98 for families not currently signed up to a monthly plan. (
See
our current Contract). Children signed up to our half day kinder care will either be escorted by their teacher or an extended care teacher to Room 203 for attendance.
Registration Fee
There will be a non-refundable registration fee of $30 per family.
The registration fee applies irregardless of when your child is enrolled in the school year program. Only the payment of registration fees AND the completions of all paperwork

will result in your child’s acceptance into the Program. Please note that if (1) you do not fall under any of the monthly rates listed on Page 13, (2) you do not require child care on a regular basis and (3) the Director has agreed to provide child care under the "occasional care" rate, you will be expected to pay a registration fee. This is especially true if your use of "occasional" care is more than ten (10) times in the school year.

Late Payment Fee
Your payment is considered late if it remains unpaid after the 5
th
. For each occurrence, a late fee of $20 will be assessed in addition to the monthly rate. We will not accept your child(ren) into the program if these fees, along with the monthly rate, are not paid.
NSF Fee
All returned or bounced checks for insufficient funds will be charged a fee of $25, plus the amount of any bank charges to our account.
Late Pick-Up
Our Extended Care Program closes promptly at 6:00 p.m. A late pick-up fee of $10 per child will be assessed after 6:01 p.m. for the first occurrence. Subsequent late pick-ups will result in a $5 increase (per occurrence/per child) to the late pick up fee. For example, a 2
nd
occurrence will
result in a $15 late pick up fee, a 3
rd
occurrence will result in a $20 late pick up fee, and so on.
No exceptions will be made.
If you are unable to pick up your child by this time, it is incumbent upon you to arrange for a timely and alternate pick-up. Our staff is paid on an hourly basis, and we incur costs associated with their late release in these events.
If your child is picked up late more than three (3) times in the school year (including summer), a conference will be held with the Director. It is at the discretion of the Director and the Principal to determine if your child will be able to return to the program.
Occasional Care
As a matter of practice and policy, we do not offer or allow drop-in care in the St. Joseph Extended Care Program.
However, we do offer
occasional part-time care.
The rate varies depending upon your selection for AM, PM, Half Day or All Day care. Payment, a completed Enrollment and Authorization form, plus a signed contract must be on file before care can be provided. For
after school
, we will provide care in the following instances:
A. After school occasional care may be used by parents in need of care during the school year for emergencies, appointments, etc. that would prevent them from picking up their child on time at dismissal. Whenever possible, arrangements for care on those days must be made well in advance in order for us to properly staff the EC Program.
Payment for this particular care is expected at the time it is arranged.
Your child cannot be accepted into the program if arrangements and payments are not made in advance. Fees are charged at a flat rate and are not calculated hourly. You may call to cancel care arrangements; however, refunds will only be issued if cancellation is made within 24 hours from when care is scheduled to take place.
Please note that this is strictly an occasional care offering. It should not be relied upon to take the place of regular enrollment care listed under the Monthly Fees Chart.
OR
B. On the rare occasion where a parent/guardian has not picked up a child enrolled at St. Joseph School, the child has an Enrollment & Authorization Form and current contract on file but is not in regular attendance in the EC Program, the procedure will be as follows:
1. St. Joseph School staff will immediately attempt to call and locate parents, guardians and/or authorized individuals to pick up the child.
2. At 3:30 p.m., the child will be escorted and admitted to the Extended Care Program for proper supervision regardless of whether a parent, guardian or authorized
individual has been located. You may pick up and sign-out your child in the areas designated for use by the EC Program.
An occasional care fee will be incurred once the child has been signed in to the program
.
You will be billed for this fee.
3. If the St. Joseph School staff has not been able to speak with parents, guardians and/or authorized individuals, the Extended Care staff will take over efforts to locate them. Should the child remain in Extended Care after 6:00 p.m. and we have not been able to speak with or contact those responsible for the child to arrange for his or her pick-up, we will then contact the proper authorities.
It is our hope that we will not find ourselves in a position to implement the latter part of this procedure; however, we must do so when the need arises in order to carry on with the necessary functions or previous arrangements of the school and its staff (i.e. administrative duties, staff meetings, conferences, appointments, etc.). Of primary concern is the safety and proper supervision of the child. Should this occur more than three (3) times in the school year, a conference will be held between the parents and the Principal.
Payments
All payments shall be made by check or money order and made payable to St. Joseph School with a notation on the memo line indicating that payment is for the "EC Program."
Payments for regular enrollment are due on or before the 5
th
of each month. Payments are considered delinquent the next day. If the 5
th
falls on a weekend or holiday, payment will be due the next business day. We will not accept your child(ren) into the program if your monthly care fee is not paid in full on or before the 5
th
. For monthly subscribers, you will receive an emailed bill for child care one week prior to each payment due date. If NSF, late payment or late pick-up fees were incurred, those amounts will be included as well.
